On the 19th and 20th of October 2020, a virtual workshop was held within the framework of the ProMaaS project to co-create a shared image of the main factors shaping the future of MaaS development in Europe.

The workshop, held online because of the COVID-19 pandemic, was jointly organized and facilitated by the Eindhoven University of Technology (TUe) and the Technical University of Munich (TUM), two project partners co-leading Work Package 4 on “Guideline and Recommendation for governance models”. It involved all partners of the consortium, bringing together multi-disciplinary researchers and professionals from the public and private sector from different European countries and with an expertise on MaaS.

The goal of this workshop was to collectively explore the key factors (i.e. trends, drivers, challenges, forces), their interconnections and the critical uncertainties expected to have an impact on MaaS development and to interactively co-create four future MaaS development scenarios. 

These scenarios represent different alternative credible futures rather than predictions and are meant to inform the design of appropriate governance models and policies.

The workshop activities consisted of plenary and group work sessions designed and carried out on Miro, an online collaborative whiteboard platform where multiple users can draw, work, and communicate interactively.

The key activities of the workshop included:

  • Validation of a set of key factors, previously identified through a desk research.
  • Identification of the systemic role of each key factor, under a sensitivity vs influence matrix.
  • Classification of the identified factors according to their impact on MaaS development and their level of uncertainty.
  • Development of scenario dimensions based on critical uncertainties and construction of a scenario matrix with four scenarios
  • Preliminary exploration of the implications for MaaS governance models.

The outcome of the workshop can be used by city policy makers to develop scenarios for their own cities and understand how decisions related to MaaS governance models can impact long-term MaaS development in the whole urban ecosystem.

The EIT Urban Mobility Matchmaking event for the Business Plan 2021 took place on the 3rd and 4th of March 2020 in Eindhoven, the Netherlands. The focus of these two days was project strategy in European cities.

Carnet, the project leader, held a Pro-MaaS presentation in Eindhoven, highlighting its work plan and status. After the presentation, there was time left for questions.

The Knowledge Innovation Community (KIC) in Urban Mobility is a European space to forge networks and collaborations to accelerate innovation. By mutualizing the resources of strategic partners, it reduces fragmentation and redundancy.

This strong network of partners facilitates technology transfer, leads research and innovation, and emphasizes entrepreneurial culture by supporting the creation of startups and accelerating emerging companies to take them to global level. 

During two days of meetings, workshops and networking sessions, proposals were discussed on the research and development of new ideas in several European cities, competitive universities and technological industries of the private sector, to foster the knowledge triangle.

Carnet et UPC hosted the official kick-off of the ProMaaS project on the UPC campus in Barcelona on Tuesday January 28th.

After a year spent planning this project primarily online, all partners were happy to finally meet altogether face to face. The day was spent getting to know each partner better, and going beyond institutions to know each individual and prepare a fruitful collaboration.

Each activity leader presented their activity work plan, which helped us to realign and make sure we will reach our goals of deep understanding of institutional and regulatory barriers to achieving Mobility as a Service (MaaS).

A private actor of MaaS in Spain, « City Trips » also shared their experience developing MaaS and underlined the importance of regulatory and political challenges to making MaaS a reality for citizens.

In this meeting, we agreed that our website should have some basic information about MaaS, including a simple definition. Indeed, a key barrier for cities is that public servants and private actors often mean different things when they talk about MaaS.

We also confirmed the following work plan for this year.

WP1 : literature review including prospective ideas expected for April 2020

Under the leadership of UPC and until end of March, we will all contribute sources to our review of regulations to write a state of the art of current regulations and information about current shared mobility services’ disruptive techs, business models, and of course regulations.

WP2 : Review of existing policy strategies

Under the lead of UCL, partners will contribute to reviewing and comparing existing regulations and policy strategies of cities regarding MaaS.

WP3 : Design thinking workshops with stakeholders on how to improve policies starting in June 2020

Under the lead of Aalto University, there will be 2 workshops in Helsinki with all city MaaS stakeholders to identify barriers and best practices and test the workshop design. Two additional workshops will be held in other partner cities.

WP4 : scenario planning to start in the Fall

Under the lead of TUM and TU/e, partners and cities will use the outputs from the WP3 to define future scenarios and be able to work on local « hypotheses » during a two-day workshops. TU/e and TUM will then use these hypotheses in scenario planning.

WP5 : communication and dissemination of knowledge

Under the lead of Carnet and frog design (a company from the Altran group), all partners will regularly share updated about the work being done through short videos, articles and reports available on the website and social media.

Stay tuned for further information and we are looking forward to advancing our current knowledge of regulatory barriers and best practices to advance MaaS.
